Is ignorance truly bliss?

'Dont crowd the issue with facts.'
'Nine out of ten statistics are wrong.(Including this one.)'
The list goes on. The paper on Bounded Reality that was reviewed and discussed in our Systems Engineering class discussed this subject. People make better decisions with a limited subset of all data.
Which city is more overpopulated? San Diego or San Antonio? 62% of Americans got it right.
100 % of Germans got it right. The reason is that the latter were blessed with beneficial ignorance. Most of them had not heard of San Antonio. So can such heuristics be used in Engieering?
How accurate are our perceptive and Congitive skills? They are both faulty. So how do we design our heuristics? Certainly more studies are required on this subject. I liked this paper.
